Cloudy with a Chance of Meatballs still rains the box office can only mean that people want to see light-hearted films during a time when there are economic woes and uncertainty in our leaders.  Surrogates came in second, which is a serious science fiction story, perhaps bringing in only $15 million means, again, people want to be entertained with optimistic material.
